Yes, Zowie is right, they are not, you can tell by there faces, Icelandic horses have the little hair under there chin and mouth, plus the horses in the photo really don't have the puffy affect for there mane like the icelandic horses do, it might have been bitten off by other horses but they do have some type of puff to it.

They look more blue roan than the beige and white of the icelandic but I could be wrong.

I think these are not Icelandic horses, but Koniks. They're a Polish breed, going back to the tarpan, the original European wild horse.
