F+1 It is a waxwing. Great photo of one. Unfortunately they always look grumpy. I would think that the crest has been blown up by the wind from behind the bird unless it has been Photo Shopped.

I don't know what sort of Bird this is, But it sure made me laugh! apart from his punk style hair, he also looks pretty Grumpy...probably because people keep laughing. +1
